CHOGM 2011 Student Postcard Competition Do you want to share your creativity with Commonwealth leaders from around the globe? Leaders and delegates from around the Commonwealth will visit Perth, Western Australia from 28-30 October 2011 for the Commonwealth Heads of Government Meeting (CHOGM). This will be the biggest international event to be held in Perth for many years and a significant event for Australia as host country. To help mark this important occasion the CHOGM 2011 Taskforce is running a CHOGM 2011 Student Postcard Competition and inviting Australian primary and secondary school students to share their artistic thoughts with the wider Commonwealth community. School students are invited to create a printed artwork which depicts or represents one of the following categories: •Primary School: Commonwealth in colour •Secondary School: Working towards a common wealth From drawings, paintings and collage to finger painting, printed mixed media, and photographs. As long as it can be printed it can be entered. A judging panel will select 20 entries from all of those received to be shortlisted and profiled on this website before the online public is invited to view and vote. The four (4) shortlisted entries to receive the most online votes will be used as official CHOGM 2011 postcards! The winning artworks will appear on the front of each postcard and the name and details of the winning entrant on the back. Postcards will be given to every CHOGM 2011 attendee and distributed widely throughout Perth, Western Australia and online to the world! Entries will be open from 5 November 2010 until 1 April 2011. Entry Form Ages 17 and Under Entry Form Ages 18 and Over Entry Form CHOGM 2011 Student Postcard Competition Terms and Conditions Agreement By submitting an entry the CHOGM 2011 Student Postcard Competition (Competition), entrants agree to these terms and conditions. Eligibility Entry is open to Australian primary and secondary school students. Only one entry will be accepted per entrant. How to enter The competition opens on 5 November 2010 and closes at 5pm Western Australian Time (AWST) on 1 April 2011. To enter, the entrant, or someone on the entrant’s behalf, must complete and submit a CHOGM 2011 Student Postcard Online Competition Entry Form (Competition Entry Form) available on the CHOGM 2011 website <www.chogm2011.org> and submit the entry in one of the following methods: •uploading to the Competition website using the instructions provided on the Online Competition Entry Form; or •posting the entry to the postal address using the instructions provided on the Online Competition Entry Form. Online Competition Entry Forms include a place for the entrant and, if applicable as set out below, the entrant’s parent/guardian to click to agree to these Terms and Conditions. No entry will be permitted to be uploaded without a completed Online Competition Entry Form. Postal entries must be accompanied by a printed copy of the completed Online Competition Entry Form. For entries: 1.where the entrant is under 17 years old at the time the entry is submitted, the parent of guardian of the entrant must click on the relevant button to agree to the Terms and Conditions; 2.where the entrant is 18 years of age or older at the time the entry is submitted, the entrant must click on the relevant button. Entrants are responsible for ensuring that their entries are received before the period for submission closes. The Promoter is not responsible for late, lost, or damaged entries, or for any failure of entries to arrive due to postal issues, email issues or issues with the website. Once an entry is submitted, it cannot be amended or replaced. If an entrant wishes to withdraw their entry, the entrant (or their parent/guardian) should contact the Promoter. What types of artwork can be entered? Entry artwork must be: •the original work of the entrant; •not copied from any other existing art, design or other work; and •appropriate for use in relation to the CHOGM 2011 event. Entry artwork should be submitted as per the Competition Entry Template that is available on the CHOGM website. The Template shows the required size of the artwork and can be used directly or as a guide. Examples of artwork that may be submitted include; drawings, paintings, collage, finger painting, printed mixed media, and photographs, provided those are submitted in a form that can be printed in a postcard format as shown on the Competition Entry Template attached to the Competition Entry Form. Selection of winners There are two stages of judging in the Competition: a shortlisting of finalists, and then online public voting on the winner. This is not a game of chance. Chance plays no part in selecting the winner. Shortlisting The shortlisting of finalists will be judged by a panel which will decide the best 20 entries by considering: •the originality of each entry; •the age of the entrant; •how interesting and creative each entry is; •the appropriateness and suitability of each entry for association with the CHOGM event; and •the visual impact each entry has. The panel’s decision is final and no correspondence will be entered into. Public voting Subject to the ‘Licence and Consent’ provision below, the 20 shortlisted entries will appear on the CHOGM 2011 website <www.chogm2011.org>, for a period of time determined by the Promoter, which is expected to be from [1 June 2011] to [30 June 2011]. The Australian public will be invited to vote on the 20 shortlisted entries to select the one they think should be part of the four winning entries. Voting will be online via a webpage on the CHOGM website, in accordance with terms and conditions on that webpage. Online votes will be tallied by the CHOGM 2011 Taskforce judging panel. The 4 shortlisted entries that receive the most public votes will be announced as the winners of the CHOGM 2011 Student Postcard Competition. The outcome from the public vote will be final and no correspondence will be entered into. No Cost to Enter Entry into the Competition is free. Prize The prize for the 20 shortlisted entries is publication of the artwork (and details of the entrant) on the CHOGM 2011 website <www.chogm2011.org> for the voting period (as determined by the Promoter, which is expected to be between [1 June 2011] to [30 June 2011]) and such longer period as is determined by the Promoter. The prize for the 4 final winning entries is publication of the artwork (and details of the entrants) on the CHOGM 2011 website for such period as determined by the Promoter, and use of the artwork in the production of postcards for the CHOGM 2011 event. There are no other prizes or remuneration for the winning entries. If, at any stage the Promoter considers that an entry that has been shortlisted or has been selected as one of the four winning entries is ineligible under these Terms and Conditions, it may remove that entry from the shortlist, or the list of winners, as applicable, and the website, and, withdraw any postcards from circulation. Notifications of Winners The 20 shortlisted entries will be announced on the CHOGM 2011 website on a date determined by the Promoter (expected to be [1 June 2011]). The final 4 winning entries from the public vote will be announced on the CHOGM 2011 website on a date determined by the Promoter (expected to be [29 July 2010]). Publication and promotion Entrants who are shortlisted, or selected as the winners, agree to participate in any reasonable publicity or promotion of the CHOGM 2011 event related to this Competition requested by the Promoter (for example, students being photographed as the shortlisted or winning students and those photographs being published). Licence and Consent In order to ensure that the Commonwealth has sufficient rights to publish the entry, each entrant, in submitting an entry (and, in relation to entrants who are not 18 years of age when submitting the entry, a parent/guardian of the entrant, on the entrant’s behalf): •acknowledges that the entrant understands, and agrees to, these Competition Terms and Conditions; •advises that the entry is the entrant’s original work and that the entrant has not copied it from any other person's work; •grants the Commonwealth a permanent, irrevocable, world-wide, non-exclusive and free licence to use, modify, reproduce, publish, communicate and distribute the entry for the Competition, or any other Commonwealth purpose; •consents to any of the following types of acts or omissions by the Commonwealth: (a) use of all or part of the entry in accordance with the licence granted above, with or without attribution of authorship to the entrant (but the Commonwealth will not falsely attribute authorship of the entry); (b) supplementing the entry with any other material; and (c) use of the entry in a different context to that originally envisaged; and •acknowledges that the entrant’s name, age and school may be published in connection with the Competition, and consents to such publication. If the entrant is provisionally selected for shortlisting, the Promoter may request the entrant (and/or, for entrants under the age of 18, the entrant’s parent/guardian) to physically sign a licence and consent form relating to the entry, prior to such shortlist being finalised. Failure to sign such a licence and consent entitles the Promoter to remove the entry from the Competition. Entries become Commonwealth Property The physical entries (i.e. those sent in via post), become the property of the Commonwealth. Entry at own risk The entrants acknowledge that they enter the Competition at their own risk. The Commonwealth will not be liable for any loss at all (including, without limitation, special, indirect, incidental, or consequential loss, or loss of profits), damage, expense, or injury that is suffered (however so caused) in connection with the Competition or the publication of shortlisted or winning entries, except for liability that cannot legally be excluded (in which case the Commonwealth’s liability is limited to the maximum extent permitted by law). Privacy The Promoter will treat all personal information obtained through the Competition in accordance with the Privacy Act 1988 (Cth). Entrants consent to the publication of their name, age and school on the CHOGM website, in any postcards produced as a result of the Competition, and elsewhere. Amendment/Cancellation The Promoter may amend these Terms and Conditions from time to time, and any amendments will be binding on all entrants. If, for any reason, this Competition is not able to be run as planned, the Promoter may cancel the Competition without liability to any entrant, or any other person.
