Entry is open to all property owners of the City of Bayswater who pay their 2011/2012 rate notice in full by 4 pm WST Friday August 5 2011. Councillors, employees of the City of Bayswater and their immediate families* are ineligible to enter. 2. Entry must be by payment of the 2011/2012 rate notice in full by cash, cheque, credit card, debit card or money order. Entries will become disqualified and ineligible if rates and charges payments are dishonoured for any reason by the financial institution concerned. 3. The competition will commence with the mailing of the 2011/2012 rate notices by Australia Post and will close on the due date being 4 pm WST Friday 5 August 2011 with the receipt of the payment either by credit card over the telephone or internet, direct debit, BPay, mail, over the counter at a City office, at a Westpac Bank branch or by other means. 4. At the end of the competition all property owners who have paid their 2011/2012 rate notice in full will be identified by the Council's property and rating system. The process of the prize draw will be under the supervision of the Mayor and the Chief Executive Officer; random property owners will be selected. The date of the prize draw is 23 August 2011. 5. The Judges' decision will be final and no correspondence will be entered in to. 6. The Rates Incentive Prize Draw has 30 prizes consisting of 13 major prizes and 17 minor prizes. To win a prize the property owner must satisfy clauses 1 and 2 above. 30 eligible property owners will be randomly shortlisted by computer selection, using the City's property and rating database. 7. These 30 shortlisted property owners will be notified by mail and invited to attend the Rates Prize Draw Function (date and venue to be advised). 8. After registering at the Rates Prize Draw Function, the 30 shortlistees will then be called in order of registering to randomly select an envelope from a prize barrel. 9. Shortlistees who do not attend the prize draw forfeit all rights to claim major prizes and will receive one of the minor prizes (valued up to $120 each). 10. Winner's names will be published in the Eastern Reporter and Guardian Express community newspapers following the Rates Prize Draw Function. 11. Prizes are not transferable or exchangeable and cannot be taken as cash. The City of Bayswater is neither responsible nor liable for any changes in the value of a prize occurring between the date of printing and the date the prize is claimed. 12. The total prize pool is valued at over $39,750 at the date of the publication of draw prizes. 13. The City of Bayswater shall not be liable for any loss or damage whatsoever that is suffered (including but not limited to indirect or consequential loss) or for any personal injury suffered or sustained in connection with any prizes offered except for any liability which cannot be excluded by law. 14. The City of Bayswater will not enter into any negotiation between property owners in the event that multiple property owners are the recipients of a prize. 15. The City of Bayswater accepts no responsibility for any tax implications (including any Fringe Benefits Tax) that may arise from the prize winnings. Independent financial advice should be sought. 16. The City of Bayswater accepts no responsibility for any incorrect or inaccurate information, or any technical error that may occur in the course of the administration of the competition. 17. It is a condition of accepting any prize that the winner agrees to be photographed, interviewed and/or filmed for use in any promotional, marketing or other creative initiative arranged by the City or its agents. The City shall be solely responsible for all marketing and editorial control. 18. The City reserves the right to cancel or otherwise terminate the competition if for any reason beyond the City's control the integrity of the competition or its fairness or security is compromised. * The term immediate family includes: a. spouse, de facto spouse or partner of the Councillor or employee. A de facto spouse means a person who lives with the Councillor or employee on a bona fide basis; and b. child or an adult child (including an adopted child or a step child), parent, grandparent, grandchild or sibling of the Councillor or employee or spouse of the Councillor or employee |
