The cartoon image of a movie director (guy in a beret, sunglasses and riding boots, carrying a cigar or riding crop in one hand and a megaphone in the other) was originally a reference to DeMille's odd taste in work clothes.

DeMille had a particular taste for costume design, and was called upon to design the U.S. Air Force Academy's cadet uniforms. They are so cool that the design is used unchanged to this day.

Today his name is invoked whenever anyone refers to a motion picture whose production values go way over the top.

Writing in World Film Directors, Philip Kemp speaks about De-Mille's making of the image of the Hollywood Filmmaker: "To direct his first movie, DeMille adopted a distinctive costume which he retained largely unaltered  throughout his working career and which came to represent the publicly accepted image of an old-style movie director: open-necked shirt, riding breeches, boots and puttees along with a riding-crop, a large megaphone, and a whistle on a neck-chord. Charges of theatricality were met with pained denial from DeMille who always insisted that his garb  was strictly functional … but his costume also undoubtedly reflected his favorite self-image - the movie director as bold and masterful adventurer, intrepid pioneer and empire-builder."

maybe this may help for the first question

Why did cowboys wear boots?
 
First things first, most cowboys did and still do wear cowboy boots.
The main reasons for wearing boots is because they aid in horse back riding. They are thick and tough, so they are perfect for walking around in rugged country or doing work. They were also a symbol of the American cowboy. They made a cowboy who he was. His boots told his story, not to mention they look cool!

I gave it a go and said from below that he saw himself as the dictator of the entourage and this is the costume he chose to represent it.

THE DIRECTOR AS SUPERSTAR
DeMille’s celebrity created the prototype of the director as superstar. The actor he had been in his youth never left him and he played to the crowds on his sets. Surrounded by a potentate’s entourage, he had dressed in puttees and open throat shirts with a flair that became the ubiquitous popular image of a director. He often narrated his motion pictures, appeared in their trailers and portrayed himself in other directors’ films – most notably in Billy Wilder’s SUNSET BOULEVARD (1950).
