I had to send a copy of a driver's licence once, but I can't remember the comp or prize.
Unless you're expecting the Queen to visit for arvo tea, I'd let them keep their cake plate!

Have just been notified by email that I am a provisional winner for a cake plate in the Herbert Adams competition BUT I need to send photo ID showing I am an Australian citizen! As it was a facebook competition, and I use my maiden name on facebook, I do not have any photo id only my birth certificate. Has anyone else had this problem. Will be interesting to see - the plate is only worth $99 but what about if it was worth thousands???
I've had to give photo ID's for some prizes in the past. I once got into a little bit of trouble regarding my date of birth. Due to possible online identity fraud I do not like giving my correct date of birth to competitions, so I usually change my year of birth. Last year I won a minor Facebook prize and was asked for a photo ID. The promoters then picked me up about my different birth date. I explained it away as saying it was a typo mistake on my part.
I'm sure if you explain to the promoters why you used your maiden name and your circumstances regarding your ID that they will understand and accept an alternative ID. As you say, they only want to know that you are an Australian citizen. Good luck!
