i've always wanted to enter starnow comps, but the site asks for my mums driver's licence info to enter, which really is suspicious...

Hi, Nettierain, It does seem a bit that way, doesn't it?  And all parents are justifiably suspicious when their kids might be involved in something...  It's probably as simple as the comp organisers wanting to make sure that entrants are genuine, and to be sure of being able to contact the parents, re the age of the entrant and that permission to enter has been given!  Obviously, some entrants would not bother to get their parents' permission to enter!  By the way, your avatar kind of freaks me out!
