Under the Qing Dynasty, a group of young street thugs who have honed their skills killing on the streets for food are retrained to become a covert assassination squad for the Emperor. The Flying Guillotines take their name from the deadly weapon they have mastered. Merciless and arrogant, they life the high life until it is revealed they are no longer on the right side of the court and are ambushed by another team of killers. Once again they are forced to kill for their own survival.
