Conditions of entry: The Chronicle “The Toowoomba Christmas Lights 2013 Competition”
1. Method of entry: Entrants agree to be bound by these terms and conditions. To nominate your home (“Premises”) for judging consideration in the Toowoomba Christmas Lights 2013 Competition (the “Competition”), entrants must complete an entry form which will appear in The Chronicle between Saturday 16 November, 2013 and Thursday 28 November, 2013. The entry form must be original newsprint - no photocopies, scanned images, web prints, reproductions or other falsified artwork will be accepted. Entrants must nominate on the entry form in which class they wish to enter their Premises. More than one class may be entered for each Premises. Entrants should ensure they comply with the following;
a. Use a circuit protected by a safety switch installed in your main switchboard, or use a portable safety switch for all festive lighting.
b. Purchase festive lighting that meets Australian standards.
c. Read instructions before using festive lighting and ensure the lights are suitable for their specific use, either indoor or outdoor. Ensure that electrical equipment is not exposed to weather or mechanical damage and this it is of a type suitable for the location ie indoor or outdoor
d. Supervise children around festive lights at all times.
e. Use power boards fitted with overload protection, not double adapters and don't piggy back plugs if installing multiple sets of lights. Ensure electrical circuits are not overloaded.
Electrical equipment should only be used in accordance with manufacturers specifications/
f. Turn off festive lighting when going out, going to bed, replacing light bulbs or when its raining.
g. Use only ready-made cords or have them made by a licensed electrician.
h. Don’t attempt to do your own electrical work. Always have a licensed electrical contractor do any electrical work. Christmas lights and electrical circuitry must be installed in a safe manner. Contact your local authorized electrical contractor for further advice.
i. Always look up for overhead power lines - keep yourself and your lights well clear and at least 3m away.
j. Ensure smoke detectors are installed in your home and are in good working order.
k. Extension leads
Use only leads purchased from suitable suppliers and have these checked by a qualified electrician at regular intervals
Joints in extension leads other than those by plug and socket are not permitted
Do not use leads that have damaged insulation or exposed wires
Do not expose joints in extension leads, or where articles plus into extension leads, to the weather
Extension leads should not be left lying on the ground
Extension leads should be full unwound from storage drums and the like
h Transformers etc.
Use only to the manufacturer’s specifications and do not expose them to the weather
i Hot Objects
Ensure that hot objects such as lamps, transformers etc are kept well away from flammable material
j Overloading
Do not overload electrical equipment as this may cause fire
k. Fuse Wire
Do not repair blown fuses by installing bigger fuse wire. This is a major cause of fire
l. Power Points .
Cracked or damaged power points should not be used
m. Shoes
Always wear shoes with good quality insulated (plastic or rubber) soles. Thongs are not suitable
The completed entry form (which must be signed to indicate your acceptance of these terms and conditions) must be placed in an envelope marked "Toowoomba Christmas Lights Competition" and then:
(a) sent by pre-paid post to "Toowoomba Christmas Lights Competition", PO Box 42, Toowoomba Q 4350 (so it is received before the Closure Time); or
(b) delivered to The Chronicle, 109 Neil St, Toowoomba Q 4350.
Entrants may only submit one entry form for each Premises.
2. Competition duration: The nomination period commences Saturday 16 November 2013 and finishes Thursday 28 November 2013. Deadline for nomination is 5pm Thursday 28 November, 2013 (“Closure Time”). Entries received after the Closure Time will not be eligible. Addresses and locations of entrants’ Premises will be published in The Chronicle for the purposes of the Competition. Entrants are requested to grant the public access to their property for outside viewing of the Premises each night from Saturday 7 December, 2013 through until Tuesday 24 December, 2013 during the hours [6.30pm to 10.30pm].
3. Prizes: Prizes may be awarded in the following categories at the judge’s discretion. Should the judge deem none of the entrants’ Premises to be of acceptable standard then he/she/they may elect not to award a prize in a particular class or classes. Retail gift vouchers will be awarded in all categories. Gift vouchers will be subject to any expiry date and terms and conditions determined by the issuer of the gift voucher. Best Decorated Home Judges Choice $1000; Best Decorated Home Runner Up Judges Choice $500; First Time Entrant Judges Choice $300; Best Nativity Display Judges Choice $250; Best Neighbourhood Judges Choice $300; People’s Choice – $200, for voter and voters choice. Total value of all prizes is $2750.00. All prizes are valued inclusive of GST and the Promoter takes no responsibility for any variation in item values. Any taxes which may be payable as a consequence of a winner receiving the prize are the sole responsibility of that winner. Prizes are non-transferable and may not be redeemed for cash. If the specified prize becomes unavailable due to unforeseen circumstances, the Promoter may substitute a prize of similar nature and/or like or greater value.
4 Eligibility limitations: Entrants must be over 18 years of age to enter and must own or lease the Premises or be duly authorised by the owner or lessor of the Premises to enter the Competition. Premises must be located in a suburb listed at the end of these terms and conditions to be eligible for judging and prizes. Premises located outside those suburbs but within the greater Toowoomba area may enter, and will be listed in The Chronicle for public viewing, but will not be eligible for judging or prizes.
The following persons are ineligible to enter:
i. employees of, or contractors to, the Promoter; or employees of, or contractors to Palm Lake Resort
ii. the spouse, de facto spouse, parent, natural or adopted child, and sibling (whether natural or adopted by a parent), of such employees and contractors (whether or not they live in the same household); and
iii. Entrants who have used or attempted to use any more than one name in order to qualify to win any contest run by the Promoter except in the case of a legal change of name.
All entrants acknowledge that even if the Promoter only learns of a person’s ineligibility after the Promoter has appeared to award a prize to the ineligible person, it may require the return of the prize or payment of its value to the Promoter to be dealt with as an unclaimed prize.
5. Judging: Judging of the Competition will commence on Saturday 7 December, 2013 and be completed by Friday 13 December, 2013 (weather permitting). The judging team may arrive at an entrant’s property on any of these judging dates. Access to an entrant’s property may be required.
6. Notification: Judges decision is final and no correspondence will be entered into. Winner’s names will be published in The Chronicle on Saturday 21 December, 2013. All entrants acknowledge that the Promoter has the right to publicise and publish his/her name, character and likeness. All Competition winners must avail themselves for a photo if required by the Promoter and acknowledge that the Promoter has the right to utilise publicity photos in any reasonable manner it sees fit without compensation to the entrant.
7. Prize collection: Prizes may be claimed in person or sent to a winner’s address supplied on the entry form. Where a prize is claimed in person ID that includes a photograph may be required. Upon request by the Promoter a copy of the general contest rules and/or a signed receipt and acknowledgement must be signed and endorsed by any winner to indicate his/her understanding and acceptance of these terms. Any cash winnings may be paid by direct deposit into winner’s bank account or issued by cheque. All prizes that remain unclaimed 90 days after notification has been sent to the winner will be awarded to another entrant in the judge’s discretion.
8. Promoter's limitation of liability: (Prizes) The Promoter is not responsible for the loss of prizes due to incorrect or imprecise delivery details provided by a winner. The Promoter also takes no responsibility for prizes lost or stolen after they have been released for delivery via postage or courier. The Promoter makes no representations or warranties as to the quality/suitability/merchantability of any of the goods/services offered as prizes.
(Property/injury) To the extent permitted by law, the Promoter is not liable for any loss suffered or sustained by persons or to personal property including, but not limited to, consequential (including economic) loss, by reason of any act or omission, deliberate or negligent, by the Promoter, or its servants or agents, or any third party, in connection with the Competition. To the extent permitted by law, the Promoter and associated sponsors of the Competition will not be liable for, nor indemnify entrants against or respond to, any claims made for damage or injury suffered by them or any third party while participating in the Competition.
(Insurance) Entrants should take their own advice in regard to their insurance position but it is recommended that they notify their own insurer of their intention to participate in the Competition and request that their insurer confirm that it will respond under their policy to any claim made for damage or injury suffered by a third party while an entrant is participating in the Competition. By signing the entry form entrants acknowledge and understand the insurance terms and conditions outlined above. Unsigned entry forms will not be accepted.
9. Entries and privacy: All entries become and remain the property of the Promoter (subject to the limits contained in the Promoter’s Privacy Statement) and will be used only as set out in these terms and condition and otherwise for competition purposes. Under the Privacy Act the names and telephone details of entrants in the Competition will not be shared or distributed to other parties unless specified.

Suburbs eligible for judging and prizes: Centenary Heights, Cotswold Hills, Darling Heights, Drayton, East Toowoomba, Glenvale, Harlaxton, Harristown, Kearneys Spring, Middle Ridge, Mount Kynoch, Mount Lofty, Newtown, North Toowoomba, Prince Henry Heights, Rangeville, Redwood, Rockville, South Toowoomba, Toowoomba City, Torrington Wilsonton, Gowrie Junction, Westbrook, Kingsthorpe, Cabarlah, Withcott and Highfields.
