Blue Mountains City Council and RSPCA NSW are offering cat owners in the local government area the opportunity to win one of 32 cat enclosure prize packs.

The Keeping Cats Safe At Home Project will be delivered by RSPCA NSW with support from Council. It will provide up to $90,000 over 4 years in incentives for cat owners. The project encourages cat owners to keep their cats safely contained at home to enhance feline welfare and reduce the impacts that cats have on wildlife.

According to RSPCA Australia, by keeping your cat safe at home, you will be:

    Reducing the risk of them getting sick, injured or dying in an accident
    Giving them a chance to enjoy a longer and healthier life
    Reducing the risk of them being stolen or abused
    Enjoying more quality time together
    Reducing the risk they will stray, get lost of be impounded
    Preventing them from interacting with un-desexed cats
    Minimising the risk they will harm or kill wildlife.

Terms and Conditions
This project has been assisted by the NSW Government through its Environmental Trust.



Keeping Cats Safe at Home Project Competition 2024
1. The competition is free to enter.
2. One entry per person.
3. Eligibility:
a. Cat owner who resides in Blue Mountains.
b. Owner of at least one cat that is registered in Blue Mountains, microchipped and desexed.
4. Age restriction: Entrants must be 18 years or older to enter.
5. Employees of BMCC and immediate family members of those employees are ineligible to
enter.
6. Sponsorship: Catnets and the RSPCA NSW.
7. Entry Period: The competition will run from 9:00 am on 7 March 2024, and closes at 3:00
pm on 31 May 2024.
8. Selection and notification of the winner: Winners will be chosen by Blue Mountains City
Council staff.
9. Winners will be contacted via email and announced on our Social Media Platforms by 14
June 2024.
10. Winners and prizes will be subject to the terms and conditions of the Catnets
Organisation.
11.By submitting an entry, entrants agree to the RSPCA NSW Privacy Policy.
12. Applicants are responsible for the installation of the enclosure, which must be erected by
30 September 2024.
13. Prize pack details: Single size 1.8m freestanding cat enclosure, UV50+ waterproof
cover, and cat hammock.
14. Development Consent will not be required provided the cat enclosure is placed in the
back yard, is no higher than 1.8m high from ground level and is placed at least 1 m from the
property boundary. The enclosure should not be placed adjacent to a pool fence. The
location of overhanging trees that may drop limbs should also be considered.
15. Applicants must agree to allow Blue Mountains City Council to undertake spot checks of
the site where the cat enclosure will be erected to ensure it is a suitable location both prior to
approval and, if successful, once the cat enclosure has been erected on request.
16. Applicants must agree to allow Blue Mountains City Council and RSPCA NSW to include
their name, photographs of the cat enclosure and information about their cats and cat
enclosure in case studies and/or media to promote the outcomes of the incentive program.
17. Blue Mountains City Council, RSPCA NSW and Catnets will not be responsible for the
maintenance or replacement of the cat enclosure if it is damaged or destroyed, beyond any
warranties offered by Catnets.
18. Cat owners will remain responsible for the welfare of cats housed within the cat
enclosures and must ensure the cats have adequate water, food, shelter and veterinary
care.
19. Cat owners should be mindful of the area/space available within the enclosure and must
avoid overcrowding cats within the enclosure.
20. Cat owners should adhere to all safety recommendations outlined by the manufacturer
(Catnets).
21. Applicants should notify Blue Mountains Council if they have a change of circumstances,
which may affect their ability to meet these terms and conditions.
22. Blue Mountains City Council reserves the right to disqualify any entrant for the prize if the
entrant has not adhered to these Terms and Conditions.
23. The cat enclosure must not adjoin or be located within 1200mm of any swimming pool
safety barrier.
24. The installation of the cat enclosure must not require the removal native vegetation.
25. The cat enclosure must be installed behind the building line of the dwelling and must
always remain in the rear of the property.
26. Prizes must be claimed within 4 weeks of notification (otherwise the entry will be invalid).
27. Blue Mountains City Council reserves the right in its sole discretion to disqualify any
individual, and/or cancel the awarding of the prize pack for any reason, including causes
beyond the control of the promoter, or which corrupt or affect the administration, security,
fairness or integrity or proper conduct of this competition.
28. Participants agree to indemnify Council against any claim, damage, expense, loss,
damage, cost (including reasonable legal costs) or liability arising out of or in connection
with:
(a) the Competition,
(b) any prize, and/or
(c) use of the entrant’s name, photographs of the entrant’s cats and/or the cat enclosure by
Council, except for any liability which cannot be excluded by law
